New System Requirements for EDE

Agents and brokers should be prepared for upcoming Marketplace changes to combat fraud and protect consumers, agents, and brokers for this Open Enrollment.

What’s Changing?

By October 2026, all Enhanced Direct Enrollment (EDE) websites will require consumers to complete a one-time authorization (either as a passcode or confirmation link) for any agent or broker submitting an application or enrollment on the consumer’s behalf.

Additionally, EDE websites will require some consumers to complete identity proofing before their application or enrollment can be submitted by an agent or broker.

These changes will end the three-way call requirement for agents and brokers.

Where Can I Learn More?

CMS has published a set of FAQs with more information on these upcoming changes, including what is required of you as an agent or broker and what will be required of your consumers. Topics include:

  • Which consumers will need to complete identity proofing.
  • How EDE partners will communicate with consumers to complete identity proofing and agent/broker authorization.
  • Requirements for obtaining and documenting consumer consent alongside the authorization requirements.
  • How long consumer identity proofing and agent/broker authorization are valid.
