In an effort to reduce unauthorized and non-compliant Marketplace enrollments, CMS is adding a new step in the auto re-enrollment process for 2027. 

What’s Changing?

CMS will check whether applications with a National Producer Number (NPN) meet the existing requirement to include a verified Social Security Number (SSN) or immigration document for each non-newborn applicant. If the application doesn’t meet the requirement, then the enrollee will be automatically re-enrolled for 2027, but CMS will remove the NPN from the enrollment.

Action Needed

In order for agents and brokers to continue to receive commissions for those enrollments, the 2026 applications need to be updated to include a verified SSN or immigration document for each non-newborn applicant before Open Enrollment. If by December 15, 2026, a consumer updates their 2027 application and actively re-enrolls, then the NPN will not be removed.

Important Reminders

• A verified SSN is required for all applicants over the age of 90 days.
  • If an SSN isn’t provided for a non-citizen applicant, then verified immigration document information must be provided in order for the application to proceed.
• Agents and brokers are never allowed to create or log into a HealthCare.gov account for a consumer or have access to their log-in credentials.
• Agents and brokers aren’t Navigators, Certified Application Counselors, or Other Assisters. If you’re helping a consumer, you shouldn’t provide your information in any of the Assister categories. This information isn’t passed to insurance companies.
